Harvard University, the University of Toronto develops contingency plans that allow foreign students to study if banned us

Harvard and the University of Toronto have revealed a contingency plan that will allow the Trump administration to impose U.S. visa restrictions and prevent them from reentering the U.S. will continue to receive education in Canada.

The Department of Homeland Security last month proposed to terminate Harvard’s ability to grant international students, after the university allegedly failed to provide a wide range of behavioral records of student visa holders required by the institution, including videos of protests, if not criminal protests, and disciplinary records of all student visa holders over the past five years.

A federal judge has since blocked the government’s efforts to terminate the university visa program.

Due to potential visa challenges in the United States, students at Harvard John F. Kennedy School of Government may not be able to return to the United States and may choose to continue their studies through the Visiting Student Program at the University of Toronto Munk School of Global Affairs and Public Policy.

According to the deans of both institutions, the program will combine courses taught by Kennedy and Munk faculty.

Deans said in a statement that the release of contingency plans was intended to alleviate student uncertainty, but will only be used if students have sufficient demand for potential visa or entry restrictions.

“With these contingency plans, HKS will be able to continue to provide world-class public policy education to all students, even if they are unable to access our campus this year,” said Dean Jeremy Weinstein, Harvard Kennedy School.

The program will be applicable to international students who have completed a year on campus in the United States.

The Trump administration has cut federal research funding at Harvard, partly due to alleged anti-Semitism and violence amid anti-Israel protests sparked by the Israel-Hamas war.

In a recent email to faculty, Weinstein announced that Kennedy staff had layoffs, citing “an unprecedented new headwind” posed “significant financial challenges” that included “proposed substantial increase in donations taxes” and “massive cuts to donations to federal research funds.”

More than 50% of Kennedy students over the past five years have come from outside the United States, the school media office said.

According to the Harvard International Office’s website, a total of 739 programs from 92 countries are designed to develop public policy and government-led programs.
