After departing from Teterboro, New Jersey, the flight stopped in Wichita, Kansas and entered Montgomery-Gibbs Executive Airport.

Baker said the male pilot did not report any issues with air traffic control and did not declare an emergency.

NTSB investigators determined that the airport provides pilots with automated surface observation systems that provide airport weather conditions at the time of the accident were “ineffective” at the airport due to a “irrelevant power surge.”

Before starting to Montgomery Airport, air traffic control provided pilots with weather conditions at the Marine Corps air station Miramar, Baker said.

Weather in Miramar, four miles north of Montgomery Airport was told about flat weather, visibility and 200 feet of ceiling.

NTSB investigators also determined that the runway’s precise proximity path indicator and the air mission of the proximity lighting system were also called NOTAMS, and the airport’s runway alignment indicator “unusable” at the time of the accident.

Baker said that while the plane does not have a flight data recorder, the cockpit voice recorder may have been installed.

The wreckage recovery will take place Friday afternoon and concluded the site part of the investigation.

“We will continue to investigate pilot qualifications, training, flight history and other human factors that may be involved in the accident,” Baker said. “We will investigate the maintenance history and flight performance of the aircraft, and we will continue to investigate any other environmental issues that may be a factor in the accident.”

FAA records show Shapiro is the owner of the plane and holds a pilot’s license, although it is not clear whether he flew the plane at the time of the crash.
