EBRD provides 1 billion euros in 2025 to support Ukrainian energy sector

The European Bank for Reconstruction and Development (EBRD) plans to provide 1 billion euros (USD 1.1 billion) in aid to the energy sector damaged by the war in Ukraine in 2025 and enhance the country’s energy resilience. Reuters.

Ukraine’s energy infrastructure has suffered severe damage since 2022 in the conflict with Russia.

These attacks affected power generation and transmission facilities, resulting in power outages.

Ukraine lost half of its available power generation capacity after intensified Russian attacks in March 2024.

Due to the mild weather, Western allies received rapid repairs and support in the form of funds and equipment, the country managed to endure the winter of 2024/25.

According to Patron, “EBRD is the main lender in Ukraine and plans to prioritize support for the energy sector in 2025.

“But with the activities we are about to complete, and the pipeline we have in the public sector, these €20 billion will grow significantly in 2025. It (will reach) about €3 billion, which may be by the end of this year.”

Ukraine’s focus in reconstruction efforts is decentralized, combining more solar and wind energy and small modular gas turbines.

Patrone mentioned that renewable energy currently accounts for 10% of Ukraine’s energy portfolio and EBRD is exploring projects to expand this share.

Ukrainian Prime Minister Denys Shmyhal noted that EBRD is working with the state energy company Naftogaz to develop a financing plan to ensure that natural gas is secured for natural gas in the upcoming winter.

EBRD also announced a sovereign loan of €45.75 million (USD 49.77 million) to Albania’s state-owned energy distributor, Operatori ishpërndarjes Së-energjisë-energjisëlektrike (Oshee).

The loan will be used to refinance €81.5 million in short-term debt, which Oshee secured at the end of 2021 to manage the cost of electricity imports during the rise in global energy prices.
