“Severance” Season 2, Episode 9: Why does Jame Eagan say Helly “deceives” him?

At first, there seems to be some possibility that explains Jami’s comment. First of all, he knew what Helly was doing. He saw the memory of her remembering the notes, and he knew she had some plans. But if so, why would anyone walk high up to the cut off floor facing herself like him? I also briefly think that in this scene, Hurley may actually be her situation, and Jamie knows she pretends to be her Enni.
