Georgia Senate Early One-Pair Bills to Ban Gender Transition Treatment of Minors, Prisoners

Georgia’s Senate passed two bills to prohibit most gender transition treatment of minors and inmates in state prisons, with some Democrats joining Republican support.
Legislators voted 34-19 on Monday to ban most people under the age of 18, even those who have been treated, most gender-transformed treatments, including pubertal blockers. In 2023, the state bans most gender-based metastasis surgery and hormone replacement therapy for transgender children unless they have already received treatment.
“You’re asking [minors] “It’s not a fair decision for them to make a change. It’s not a fair decision for parents,” said Republican Senator Ben Watson, the sponsor of the bill.
The second bill – sponsored by Senate Majority Whip Randy Robertson – would prohibit the majority of gender-change treatment for inmates in state prisons, passing 37-15.

Opponents of these measures accuse Republicans of playing a political role by targeting trans people and argue that lawmakers should focus on more pressing issues. Both bills violate the rights of transgender people and their families to decide on gender-transformed treatment, they say.
“The body enacted the bill after Bill attacked trans people as the ultimate goal of making trans people disappear. We’ve been here before,” Senate minority whip Kim Jackson, a Democrat who openly lesbians said on Monday.
At least 26 states have laws that limit gender-change treatment for minors, although most people are slapped in the face by lawsuits.

Jackson and other Democrats have proposed amendments to the Watson bill that would have allowed minors who have been treated with gender-change treatment to continue to avoid medical and emotional risks of stopping in treatment, but the amendment failed.
Democrats Elena Parent and Sonya Halpern reiterated their commitment to protecting the rights of trans people, but the parties voted on Robertson’s bill, saying they did not believe taxpayers should bear the burden of gender transition treatment for prisoners. Parents proposed an amendment to exception for prisoners who have already received hormone replacement therapy, but the amendment also failed.
“I won’t let my party be dragged into an argument, which keeps us in touch with the people we claim to represent,” Holpern said.

Democratic Senator Sally Harrell, who has two trans children, wanted to “remind people we are talking about very real people – parents, children, families”.
Sen. Freddie Powell Sims, a lonely Democrat, voted for both bills, while four Democrats support a bill that prohibits gender-change treatment of prisoners.
Last month, the Senate passed a bill that bans biological boys from participating in girls’ sports and deprives public funds for gender-change treatment for adults.
Now the four bills will go to the house.
